Homeowners associations (HOAs) are typically comprised of owners in planned development communities (meaning there are separate lots and homes). This differs slightly from a Condo Association, where there are typically a small number of structures with many units. The HOA will be responsible for roads and infrastructure within the community, as well as maintaining common areas and enforcing rules. See our post about Why HOAs Exist.
