When things are going wrong at your homeowner association (HOA) you want to know who is responsible for regulating them. Sadly, there is no designated regulator of HOAs. State and federal law governs homeowner associations.
An owner should start by discussing their complaints with the property manager or HOA board. If necessary, you should contact a private attorney for complaints involving maintenance issues, common assets, dues, assessments, liens, foreclosure proceedings, rules or potential negligence. Ultimately, the courts handle disputes that are taken to them, but that is costly and should be a last resort.
